The Making

White lead and the very long goodbye

The story is usually told as ignorance. It was not ignorance. The properties of lead were described in antiquity, and people carried on using it because nothing else worked as well.

Lead carbonate, known as ceruse, was the principal white cosmetic pigment in Europe and around the Mediterranean from antiquity until the nineteenth century. Its dangers were described by classical authors and repeatedly restated afterwards. It persisted because it had properties no available alternative matched: opacity, adhesion, a luminous surface and low cost. It was displaced not by moral argument but by the industrial availability of zinc oxide and later titanium dioxide, together with regulation that arrived because of factory workers rather than because of wearers.

Basic lead carbonate is a superb pigment. It is dense, brilliantly opaque, and it has a particular quality of surface, a soft internal glow, that painters spent the twentieth century trying to replicate with safer materials and never entirely managed. It covers. A thin film of it hides what is underneath in a way that chalk, bismuth, starch and zinc oxide historically did not. That is the whole explanation for its persistence, and everything else is commentary.

How it was made

The classical method, described in outline by ancient authors and still recognisable in seventeenth century accounts, is the stack process. Strips or coils of lead are placed in earthenware pots containing vinegar, and the pots are stacked in a shed and packed around with fermenting material, usually spent tan bark or dung. The heat of fermentation and the carbon dioxide it gives off, combined with acetic acid vapour, corrode the lead. After some weeks the metal is drawn out crusted with a white flaky carbonate, which is scraped off, washed, ground and dried.

Every stage of that process is hazardous, and the most hazardous is the scraping, which produces airborne dust. The people who did the scraping were among the earliest identified occupational poisoning cases in industrial medicine. When British regulation finally arrived in the nineteenth century, it came through factory legislation aimed at white lead works, not through anything resembling cosmetic safety law.

White pigment is the hardest thing in the palette to get right. The requirement is opacity without weight, a surface that catches light without glittering, and a colour that is white rather than grey, yellow or blue. Lead carbonate met all three and nothing else did until the industrial production of zinc oxide in the nineteenth century and titanium dioxide in the twentieth. Chalk is transparent in oil and looks dusty on skin. Bismuth compounds are pearlescent and, in one famous case, darken on contact with sulphurous air. Rice and wheat starch cake and crumble. For two thousand years the choice was between a pigment that worked and a pigment that was safe, and the market chose consistently.

They knew

This is the part that ruins the comfortable version. The toxicity of lead was not a modern discovery. Classical writers describe the effects of lead on the people who worked with it. Medieval and early modern medical writing repeats the point. Sixteenth and seventeenth century texts on cosmetics warn about ceruse and its effects on the complexion, including the observation, made repeatedly, that prolonged use ruins the very skin it is applied to, requiring heavier application in turn.

What did not exist was a mechanism for acting on the knowledge. There was no regulator, no toxicological standard, no notion of a permitted list of ingredients, and no reliable way for a buyer to know what was in a preparation sold by an itinerant seller or mixed at home from a printed recipe. The recipe books are the striking thing here: manuscript and printed collections of household receipts, of the kind held in quantity by the {WELL_LABEL} and other research libraries, mix cosmetic preparations, medicines, preserves and cleaning products in the same volume and in the same hand. Making face paint was domestic labour, like making jam.

The argument that people did not know lead was dangerous is comfortable and wrong. What they lacked was not information but any means of acting on it.

The Elizabethan face, and what we can actually say about it

The most famous image in the whole subject is the white Elizabethan face, and it comes with a famous story attached. Almost every popular account states that Elizabeth I wore heavy ceruse, that it damaged her skin, that she compensated with ever thicker application, and that lead poisoning contributed to or caused her death. The portraits are real, the fashion for a pale face is real, and the availability and use of ceruse in the period is thoroughly documented. The specific medical claim about the queen is not.

Where it appears to come from
The story appears to have assembled itself across the nineteenth and twentieth centuries from several separable facts: the documented court fashion for extreme pallor, the queen's smallpox in 1562, hostile or moralising later commentary on female vanity, and the genuine toxicity of ceruse. It circulates as a fact in books, documentaries and museum copy, usually without a source.
What is actually established
Established: ceruse was used as a cosmetic in the period and was toxic. Established: Elizabeth contracted smallpox in 1562 and courtiers recorded concern about her appearance afterwards. Established: the extreme pallor of the later portraits is a convention of the portrait type as much as a record of a face. Not established: that the queen used lead cosmetics heavily, that her skin was scarred by them rather than by smallpox, or that lead contributed to her death. There is no contemporary medical record supporting the diagnosis, and portraits are not clinical evidence.

A second case is repeated almost as often. Maria Gunning, Countess of Coventry, a celebrated beauty of the mid eighteenth century, died young, and her death is routinely attributed to cosmetic lead poisoning. Here the attribution is at least contemporary in flavour: the connection was drawn close to the period, and she was known for heavy use of cosmetics against her husband's objections. But eighteenth century death without a post mortem is not a diagnosis, tuberculosis was endemic and killed a great many young women, and the story has the shape of a moral tale about vanity punished. It may well be true. It is not demonstrated, and it is generally told as though it were.

How it actually ended

The retreat of white lead from the face happened for unglamorous reasons, in roughly this order.

  • Substitutes became industrial. Zinc oxide became commercially available in quantity during the nineteenth century, initially for paint. It is less opaque than lead white but adequate, and it is not a cumulative poison. Titanium dioxide, introduced commercially in the early twentieth century, is more opaque than either and is now the standard white in cosmetics, paint, paper and food.
  • Factory regulation. British legislation on white lead works, driven by occupational disease among manufacturing workers, made production more expensive and more visible. The regulatory documents are in the National Archives and read as an early case study in industrial health policy.
  • Product regulation, eventually. Rules restricting or banning lead compounds in cosmetics arrived in the twentieth century, later than most people assume, and in Britain and the European Union they now sit inside a general framework of prohibited substances rather than as a special case.
  • Fashion moved. The extreme pale face went out. What replaced it needed less covering power, which reduced the demand for the one property lead white was unmatched at.

The lesson worth taking

The white lead story is usually told as an example of how foolish the past was. It is better read as an example of how a market behaves when a product works well, its harms are diffuse and delayed, and no institution has the authority to intervene. All three conditions have recurred repeatedly since, which is why the pattern is worth naming rather than laughing at. What exactly was Venetian ceruse?

A white cosmetic based on basic lead carbonate, often mixed with vinegar and sometimes with other whites. The Venetian label indicated a claim to superior quality and origin, in the way that many early modern goods were sold by reputed place of manufacture, and did not describe a distinct chemistry.

Is lead still found in cosmetics?

Not as a deliberate ingredient in regulated markets, where lead is a prohibited substance. It can occur as a trace contaminant in mineral derived pigments, and regulators set limits for that. Traditional imported eye preparations remain the significant exception and have repeatedly been found to contain high lead levels.

Did white lead really scar the skin?

Prolonged use of lead based cosmetics is associated in the historical medical literature with skin damage, and contemporaries described the effect. The specific mechanism and severity are not well documented by modern standards, and much of the vivid detail in popular accounts is not traceable to a period source.

What replaced it?

Zinc oxide first, from the nineteenth century, then titanium dioxide, which became the dominant white pigment across cosmetics, paint and food during the twentieth century and remains so.

Why did regulation take so long?

Because the first effective interventions were aimed at manufacturing, not at wearing. Occupational disease among white lead workers was visible, concentrated and attributable. Harm to wearers was diffuse, slow and easily blamed on something else, which is a pattern that recurs throughout the history of consumer safety.
